Milk and water , both are liquids, then why the milk gets rising when heated where the water can't?

when milk boils the fat and proteins in it form think layer on the top. This layer will prevent the escape of the water molecules from the milk. But as heat increases, the layer present on the top will become thin . Then the water molecules can easily breaks through the layer. That is why we see large holes and bubbles on the foam . It is the place through which water vapour escapes through the layer
