 =  \frac{56}{70}  =  \frac{4}{5}

After taking out 15 L , 55 L mix left but ratio will be same so water from it

 = 55 \times  \frac{4}{5}  = 44

And 55 - 44 = 11L is water .

After adding 4 L of each there will be 44+4=48 L

milk and 11 + 4 = 15 L water . so there ratio

 \frac{48}{15}  =  \frac{16}{5}
