probably it may not be because the moderates behaved in a peace manner .They were loyal and true to the Britishers. In the beginning the British government showed a friendly attitude towards the congress. When the congress began to ask for more reforms there was a change in the attitude of the British towards the congress and it didn't pay attention to the demands of the congress.
