Mohammad - bin Tughlaq had great and promising schemes.

He had very renovating plans.

but if we have deep discussion on it we can easily understand that least of them were practical.

There consequences were not known to him.

His various schemes troubled the people.

And the better plans of him were not supported by his courtmen.
