r= x%

therefore, S.I= p× r× t/100

= 20000× x × 11/100×2

= 1100x

In second case

p= 25000

t= 4

r= x%

therefore,S.I= p× r× t/100

=25000× x × 4/100

= 1000x

According to statement;

S.I in first case+ S.I in second case = 19950

1100x+ 1000x= 19950

2100x = 19950

x = 19950/2100

x = 9.5%
