RTI is the redressal agency under the Consumer protection Act where Mohit can file his complaint.

The NCDRC (National Consumer Disputes Redressal Commission) had told that the RTI (Right to Information) applicants looking for the details from any public heads are not the consumers according to the Consumer Act.  

Also, every RTI application as well as grievances or redressal if have to deal according to RTI Act.
