Molality =  \frac{No.\:\:of\:\:moles\:\:of\:\:solute}{Mass\:\:of\:\:solvent\:\:in\:\:Kg}

Mass of solvent = 250/1000 = 0.25Kg

No. of moles of solute = 1.8/180 = 0.01

So, molality = 0.01/0.25 = 1/25 = 0.04 is your answer
