In short: H2O has a slightly higher dipole moment than HF, as found experimentally. ... H20 has 2 bonds, so the dipole moments add up. But the bonds are at an angle so the effect is not huge. HF has only 1 bond, but that bond is more polar as H and F have a bigger difference in electronegativity as compared to H and O.
