we know tht neutral molecules cant repel but can attract. next we can take the van der waal force for understanding which is a universal force.
the fact that electrons make the outer most part is one of the worst logic one can use overhere. cuz the other molecule when is taken into system has equal force on electronic charges when distance between two will be considered!
Their exists two forces between molecules. They are attractive forces and repulsive forces. If the magnitude of attractive forces is greater than the repulsive one, the molecules will participate in bonding. Otherwise they will just repel each other…
