It isn’t necessarily, depending on the masses and OD. (s = solid, o = Christmas ornament).
If Ro = Rs, the moments of inertia are the same if:
2/5 Ms = 2/3 Mo; so if if Ms < 5/3 Mo, then the solid sphere will have a smaller moment of inertia than the hollow sphere of the same size.
