A money bill can not be introduced in the Legislative Council. A money bill passed by the Legislative Assembly must be adopted by the Legislative Council within a period of 14 days. If a money bill is not adopted within that period, then it is regarded as passed by both houses of the State legislature.

Not by the government but by the governor.Saying govt means the CM because he is the head of the state govt. money bill is recommended by the governor similar to as by the president in the case of Lok Sabha.
