Given,

As there are 4 equal sides, we have,

24 / 4 = 6 in²

Per fraction we have 6 in²

⇒ 3/4 × 6 = 9/2 in²

[ 9/2 in² ] / [ 24 in² ]

= 3 / (2 × 8)

= 3/16

3/16 fraction of the frame Monica paint blue.
