The head of the rib is where it attaches to the vertebra. In mammals, the rib attaches at two points; in reptiles it attaches at one. Reptiles including birds, by the way.

So monocephalic ribs refers only to how a rib attaches to a vertebra. The head is still just the head, or, if we want to use anatomy terms, the skull or cranium.
