dust of snow means the tiny particles of snow. the poet says so because when a crow sat on the hemlock tree and shakes then tiny particle of snow fall over him and his mood changes. in earlier he is in very sad mood and just because of this small incident he became happy and joyful for the rest of the day.

fire and ice:
