Morality is the basis of things and truth is the substance of all morality meaning

This is a quote from Ghandi, this is deep philosophy and has no actual definition.
Here is my “theory”...
Morality is the principles concerning the distinction between right and wrong or good and bad behaviour. Morality decides the structure of a just society and it builds the fabric of an ideal human character. Morality also becomes the chassis of good governance and thus it helps to shape an ideal society or the proverbial Ram Rajya as envisaged by Gandhiji.
Truth is state of being true, the state of knowing ‘it is, what it is.’ The sheer power and influence of truth is sculptured in our national emblem as “satyamev jayate” (the truth alone triumphs). And nothing can be truer than this truth. The power of truth can be variously depicted in every religious scripture and religion, in the verses of every philosopher or great thinker. Truth is beauty, truth is virtue.
Morality also depicts the power of truth and morality or being righteous can be obtained only when we know the truth. For example, a civil servant can only take a moral decision when S/he knows the true condition of the society and people on whom her decision will bear the impact. A leader can be moral when S/he is truthful to her objective and goals; even a student can be morally motivated only when S/he truly knows the value of education. In every step of life, with respect to even the smallest cogs of our nation, the morality determines our action and truth becomes the basis of our morality.
