because rice requires plenty of water , temperature of about 15*C , rainfall about 20mm and plenty of cheap and skilled labour which makes west bengal more favourable.

most rice is grown in and around West Bengal because it has adequate amount of water ,temperature and rainfall required for rice plantation .it has suitable climatic conditions for rice to grow whereas Uttar pradesh doesn't have suitable climatic conditions and enough water .
