it is so as the aquatic plants are in an environment where there is ample amount of water so, if it doesn't matter if it has roots or not
but in case of desert plants, the plant knows that there is scarcity of water and thus have roots which penetrate deep in the soil so that it can cover a large area and this would increase the chance of finding water
