As We Know Aquatic Plants Lives Into Water. So Everytime They Can Take Water In Their Body. They Have Roots But Not So Long.
According To Darwin,The Growth Of Parts Of Every Living Being Is Depend On There Uses.An Aquatic Plant Don't Need Long Root For Collecting Water.Thats Why Their Root Is Short And Some Plans Don't Need Roots.

But Desert Plants Are Unable To Find Water Close To Their Body . For Collecting Water The Roots Are Long And Those Goes Deep Into The Ground.
