Most countries often claim themselves to be democratic by conducting elections. How did this occur in the context of Myanmar and Libya?

Myanmar: Myanmar is currently passing through the rapid transformation to democracy. And it is happening after two decades of internal repression, civil wars and isolated from the international community, it has achieved in process of democratic reform.Anti Govt. politicians have been freed from jail; ceasefires are under negotiation with some of its rebel group. Now the country is linking itself with the global economy. The path ahead is marked by as many impediments as well as opportunities. Democracy is rising.

Libya:  National Transitional Council acting as a useful expedient to help Libya in transition to Democracy, but nothing has been achieved to legalize democracy. The transition to democracy in Libya to be supervised by a United Nations commission for democracy in line with the Adriaan Pelt commission formed at the end of World War II which oversaw the independence of Libya. Deployment of UN peacekeeping forces has been executed. Also, the establishment of a commission similar to the Truth and reconciliation commission in South Africa is framed in Libya to develop democracy. All efforts are not yet fruitful.
