most of india's rivers are inter-state. the states involved are constantly fighting over how the river water should be distributed. As a result, millions of farmers across the country suffer every year. Lack of what values does this reflect?

This represents disunity among the native states people. If they show unity among each others than farmers need not to suffer the whole year.

so if the state are United and friendly with each other they can easily share the river water each other and if they share then it will be no suffering to farmers
