most of the holding together federations do not give equal powers to its constituent units. - comment the statement.

It is just beacause some states in are enjoying more powers and some less. For eg- jammu and kashmir in india is having separate constitution and no any other resident can buy the property in that state. But some are enjoying less powers. For eg- union territories, their land area is so less that we cannot consider them state and they enjoy less power than other states So holding together makes the unequal distribution of powers in different constituencies
