HELLO FRIEND,

north west monsoon winds blow during winter season . they blow from land to sea. as they pass over bay of bengal , they pick up moisture and cause rain to the coromandel coast(tamil nadu) .  in the north, the  western disturbances or westerly depressions cause little  rain  in punjab and haryana . hence, most of the india remains dry during north western monsoon.

Most of the India do not receive rainfall in the winter season (i.e. North-East Monsoon season), so they remain dry. This is because the winter monsoons have little humidity and due to anti-cyclonic circulation in land, the possibility of rain from them decreases.
