By :- Most of the people annoyed BY by the passwords.

Note :- We can see we already have by in the question.

WHEN WE USE BY :- By is a versatile preposition which can be used in a number of situations.

So here we can't use by.

AT :- Most of the people annoyed AT by the passwords.

WHEN WE USE AT :- At is used to point out specific time, to indicate place, to indicate an email address, to indicate activity.

So here we can't use at...
