Explanation:

As far as I understand it is due to the North East Monsoon. During June- Oct the South west monsoon sets in and brings Rain along the Western coast of India. As It reaches North during Oct and then North East Monsoon sets in. Tamil nadu receives rain during North East Monsoon and also despression/cyclone that sets in during this period.
