EXPLANATION:  

Mother tongue is the native language and other tongue is the common language. ‘English’ is the common language can be understood and spoken by all. Let us consider mother tongue as language 'M' and English as language 'E'. The words in 'M' should be first converted into 'E' with the help of a dictionary or other books on a step-by-step basis. Day by day the vocabulary can be improved in 'E'. The challenge is the grammar part in all languages. First we have to start with articles, prepositions and conjunctions. Then we have to go on a trial basis, either spoken or written. If we practice writing or speaking on a regular basis say within a year we can be well versed in the subject. If the teacher is bilingual, then the job is easy for the students. She can teach the same word in both languages.
