Motion is a relative concept  [ i .e. , relative for the observer } . When you are traveling in a car and look at a tree outside through the window, it seems to you as if the tree is moving and you aren't. For a person running on the road, you seem to move. So, here to say whether an object is in motion it relates to who is observing or the observer.in this case , you are traveling in a car so  you are not in motion relative to the car, but  you are  in motion relative to an observer standing on the side of the road.
