For any living organism, motivation is always the key to perform and act.
For humans, a more complex organism, we need consistent motivation in order to act a certain way and perform well.
Every staff member, especially in an industrial organisation, go through numerous emotional cycles on a daily basis. Pressure from wife and kids, tiredness, fatigue, probably a health-issue we don't know about etc.
However, as an organisation, we want all these staff members to perform, regardless of their personal struggles.
In such a case, it is upon the management to ensure that all these staff members are motivated to perform.
The basic motivation tool is always money, especially against performance targets, but while it may seem like the ultimate tool, it does have it's limitations and it does wear out after a time.
For long-term motivation, the management must ensure a friendly, relaxed environment to work in. A place where everyone is respected, listened to and openly praised when they get things done right.
However, if things do go wrong, the same people are discreetly reminded about what they did, not in front of anyone else.
Such motivational measures are not only more effective, they are less costly.
