So if you were to be chsed by a killer you would have a motive to run away from the killer and that's to not be killed by them, and you have a goal too, to get away from them, and again it's linked to the motive to not be killed. And yes the goal vary in icentive calue. And the low value of the goal doen't need that much work and a strong motive to do it, like for example cleaning your room. It's imortant for yoyr mother, but you have more iportant things to do beside cleaning so the bigger goal for you is with the bigger motive and that way they beat each other till your brain chooses the better thing for you.
