HELLO,
WHEN THE BOAT IS MOVING, WITH THE HELP OF THE MOTOR, IN OPEN SPACE, THERE IS MUCH MOMENTUM BUILT UP IN THE BOAT.
i.e. THE BOAT IS MOVING WITH MUCH VELOCITY. AT THIS TIME, EVEN IF THE MOTOR IS SHUT DOWN, THE BOAT WILL HAVE MUCH MOMENTUM TO COVER SOME DISTANCE, SAY TILL THE SHORE.
THEREFORE, THE MOTOR IS SHUT DOWN.

Answer:
Water offers very small friction to a ship or a sailing boat in motion. The ship or the boat continues
to be in motion even on stopping (putting off) its engine. It is for this reason that the engine on the
ship or the boat are put in reverse direction in order to slow down or stop it by the time it touches the
shore.
