Moving charges are also called electrons. They are negative charge carriers. The charge which doesn't move are protons, The positive charge carriers. Magnetism problem arises due to problem in the core of the earth which maintains magnetism all throught out the surface of the earth. Magnetic force controls all the spheres of the earth and a problem to that may also cause the atmosphers to fly away.
