Yes, Dr. Herriot was a sensible, practical and clever person as he was  veterinary surgeon and he needs to deal with the people. It can be understood with the incident when he treated tricki with his cleverness and  practical approach.

Tricki was over feeded by Mrs. Pumphrey and this was the reason for it's illness. Hence, Dr. Herriot told Mrs. Pumphrey that tricki  needs to be hospitalized so that it can be kept under observation. Hence, this  proves that he was so tactful that he treated tricki as well as did not hurt Mrs. Pumphrey by revealing the true reason of illness.
