No. of sneakers=9 pairs

It is 60% of his footwear.

Let the no. of pairs of footwear be x.

EQUATION :-

{\pink→60\% \: of \: x = 9}

 {\pink→\frac{60}{100}  \times x = 9}

{\pink→x =  \frac{100}{60}  \times 9} \\{\pink→{\red{ x = 15}}}

Mr. Pho has 15 pairs of footwear.
