yes that's because when you wash the Vegetables , the dust and dirt particles get rid of it.
if u don't do it with force, the bacteria will stay and wouldn't make any changes
yes. before chopping if u will wash the vegetables then it will make it dirt and bacteria free and if u will wash them after chopping then some of the vitamins will also get washed away.
