What is the biggest bouquet they can buy in which the ratio of pink flowers to blue flowers matches the ratio of girls to boys if the florist has 9 blue carnations and 12 pink carnations left?

She has 3*2=6 children, 2 boys and 4 girls. Ratio of boys to girls is 2:4=1:2. Girls to boys is 2:1. If all the pink carnations are to be used, there will be 12 in the bouquet. Half as many blue ones are needed=6. That's 18 in the bouquet, answer D.
