Mohammed bin Tughluq was (or rather the official who thought of this idea) a fool. On the contrary. His experiment was way ahead of its time. By its failure, it imparted an important lesson. What is foolish is not learning the lesson and not trying again without making the same mistake. That is a lesson valid even today.
