Solution:

⇒  $C=2\pi r\times 20$

On substituting the values, we get

⇒      $=2\times \frac{22}{7}\times 14\times 20$

⇒      $=80\times 22\times 10^{-3} \ km$

As we know,

⇒  $S=\frac{D}{T}$

or,

⇒  $T=\frac{80\times 22\times 10^{-3}}{4}$

⇒      $=\frac{44}{100}\times 60$

⇒      $=1584 \ seconds$

Thus, "1584 seconds" he walk.
