I'm assuming this question means is that, let's say a person creates multiple identities and begins to vote more than once. It's illegal because one, every person is aloud only one vote regardless if it's for a bill or for getting elected for a possesion. Also you are possibly committing identity theft if you are creating a new identity. The immoral espect comes when you voting more than once, can ruin the entire campaign of not just whoever your voting against but also your own. Voting is made for the people to decide what THEY want and when someone cheats the system no one is happy.
