LCM of 3 and 1 is 3.

 \longrightarrow \sf \: \frac{ - 7 \times 3}{1 \times 3}  +  \frac{8}{3}  =  \frac{ - 21}{3}  +  \frac{8}{3}  \\

 \longrightarrow \sf \: \frac{( - 21) + 8}{3}  = \frac{ - 13}{3}   \\

Therefore,the answer is -13/3.
