Mumbai was, and not is, known as Manchester of India. Manchester, England was the leader in textile production and so was Mumbai in India. Till 1980s, Mumbai's economy was hugely dependent on textiles. You only need to take a tour from Dadar to Lower Parel to spot the old textile mills, most of which are either in decript state or have become office complexes.

Why? Because of widespread labour strikes in early 80s. Chiefly led by Dutta Samant, the Great Bombay Textile Strike (as it came to be known) started on 18th January 1982 and saw 2.5 lakh workers and nearly 50 mills going on strike. Yup, that big!

While it was meant to result in wage hike, it was largely and perhaps the final straw in the industrialists simply moving their factories and mills to outside Bombay, chiefly Gujarat. It didn't lead to wage hike but resulted in widespread unemployment.

Therefore, Mumbai WAS the Manchester of India.
