because after the end of non cooperation movement, the muslims were alienated
also, after the launch of civil disobedience, the congress was more with the hindu mahasabha which further caused the muslims to feel alienated
the demands of muslims of a separate electorate and reservations in election councils were declined by M.R Jayakar of hindu mahasabha, who did not want any kind of compromise
these are the few reasons why the participation of muslims remained limited in the civil disobedience movement
