‘has’ cannot be used here as it implies something that you have or haved one in present.
Grandfather “had” celebrated his birthday. When? Last Tuesday. Is it likely that he’ll celebrate his next birthday on a Tuesday again? You can’t predict that. It could be the last time he celebrated his birthday on a Tuesday so the time he had celebrated a birthday on a Tuesday is in the past.
so ‘had’ should be used here.
