This line was spoken by Antony to the Roman crowd during his funeral speech. Actually he spoke this line to pause temporarily to know what effect his words had had on the Roman people. After knowing their reaction he wanted to direct to course of the remaining speech.
Antony was a great orator. He used emotions, facts, figures and dramatics techniques to prove Caesar’s innocence to Roman people. He showed them his wounds, used words and rhetoric to bring their attention to Caesar’s good deeds and finally showed them his will. This changed the fickle-minded attitude of the Roman people.

Answer:
Mark Antony is the speaker, and that line is a rhetorical device which helps persuade the audience. It is there so Antony can convince the audience that he is verysad about ceaser's death.
Explanation:
Ceasar is dead, so Mark Antony wants the audience to avenge his death, by killing Brutus and the conspirators, so he uses this rhetorical device to convincethem that Brutus and theconspirators are evil, and so they will fight for him.
