My question is , in the book it is written that the rulers demonstrated their political might and military success by looting the wealth of defeated kings ?
Why didn't they defeated powerful kings , because by defeating powerful ones only , they would be considered as masters ?

See for this I am giving you a example - As you know that if you want to start anything new then you have to start with the basics you can't start anything by just moving to it's complex face.For example - When you were in nursery then you were taught alphabets then in LKG you were taught advanced things than which were taught nursery and the same goes on in more senior classes.

Now let's move to topic - He didn't defeated powerful kings Because there were chance that powerful kings will make them lose but after attacking on defeated rulers there were very less chance to get defeated from them and from there he showed his supremacy and Because his supremacy was in discussions among people so powerful rulers also got afraid from him and he made powerful rulers defeated.
