my question is why should we not use lift at the time of earthquake

Because Earthquake produces seismic waves which are infrasonic in nature due to which the mechanism of lift can get disturbed

There is a good chance that the erratic movement associated with an earthquake would cause the emergency brakes to be applied.

Once that happens the car is stuck there until an elevator technician can come and service them.

It may be possible to escape from the car in the meantime if you know a little about elevators, if not then you would have to wait for either the elevator technician or the fire department to get you out. After a major earthquake that could be a long wait.
