Hi , there !!
Nacl is ionic , or eletrovalant bond which is fomred by exchange of ions .
formed by Na+ and Cl-
due to this there is formation of crystalline solid .
so in solid state it doesn't conduct electricity .
when it is dissolved in water ions are break down into Na+ and Cl- when it combine with water it transfer electricity in the form of ions , because Electron are freely to move .
