NaHCO3 still has one replaceable hydrogen its bicarbonate anion. So, when this salt comes into contact with the same strong base, it undergoes complete neutralisation to form the normal salt (sodium carbonate) by reacting with it. The above reaction explains why NaHCO3 and NaOH cannot exist together.

NaHCO3 is a base and HCL and NaOH are acids so, obviously they will react..
