** Lack of administration...

These programs were launched to remove poverty but there were no proper administration to run them so curruption has limited it's benifit....

** Credit institutions were not supportive....

Govt wanna to took help from private credit institutions but they were not too supported so it's money supply been limited....

** Definition of poor was not clear....

No one knows correctly that to whom this program should be initiated but the people who know get benefits other was left...
