The 'cell organelle' which lacks 'membrane' is ribosomes which is prepared in the "nucleolus".

EXPLANATION:

The ribosomes are mostly present in cytoplasm in both 'eukaryotic cells' and 'prokaryotic cells'. The "non-membrane" bound organelles are the solid structures which are not filled with any fluid. Thus, for these cell organelles, there is no need of a membrane.
