Explanation:

The apparatus has a two chamber like structure which has space for acidulated water and one chamber acts as anodic limb and the other acts as cathodic limb. The platinum foil present on each chamber acts as anode and cathode.  

The anode is connected to positive terminal of battery and cathode is connected to the negative terminal of  battery. When the current is passed the water dissociates into hydrogen ions and hydroxyl ions. The positively charged hydrogen ions get deposited at the cathode whereas the negatively charged hydroxyl ion gets deposited at the anode.
