Xenophobia is simply a fear of foreign things or foreigners. Why would there need to be a law? Should there be a law protecting you from your fear of spiders, or fear of heights, or fear of the dark? If you’re trying to ask what law protects foreigners from being feared, again, none. It is anyone’s right to be fearful. Heck it is even legal to be prejudiced (we all are to different degrees, all of us) against any religion, race or ethnic group. The only time it matters in the “eyes of the law” is when someone does something, acts out in an unlawful manner. So if I fear all Vulcans are really murderous savages, (sorry Spock) no laws are broken unless or until I vandalize my Vulcan neighbor’s car, or spit on him, and so on. What I think and how I feel are my business until I actually “break the law”. Typically, if it can be shown that a crime was committed due to a persons gender, race, religion, sexual orientation, or ethnicity, a “hate crime” can also be charged. There has to be an underlying crime though.
